WELCOME TO THE DELTA STATE MINISTRY OF FINANCE

TheDelta State Ministry of Finance was created on the 27th of August,1991 as Ministry of Finance and Economic Planning, when Delta was created from Bendel State. On the 26th of June, 2003, Economic planning was carved out of the Ministry of Finance, leaving Finance.

POLICY OBJECTIVES

Policy Objective One

Promoting consistency between aggregate spending and available resources.

Policy Objective Two

Effective allocation of resources across competing needs.

Policy Objective Three

Enhancing accountability and transparency in the use of public finances.

Policy Objective Four

Modernizing systems and improving financial management skills within Government, and

Policy Objective Five

Maximization of returns on investments.

Policy Target One

Ensuring that government spending is within the approved budget, i.e correlation of cash budget with annual budget;

Policy Target Two

Reviewing and and revising existing procurement policy to promote due process.

Policy Target Three

Using modern technology to drive the financial management process; and

Policy Target Four

Utilizing the investment vote for job creation.

Our immediate responsibility right now isto ensure that we pay salaries on a timely basis, and thereafter we can meet the other commitments of Government.

ABOUT US

Vision: To have an egalitarian Delta State where there is financial propriety, economic self-sufficiency, peace and security.

Highlights: Our immediate responsibility right now is to ensure that we pay salaries on a timely basis, and thereafter we can meet the other commitments of Government.

Going Forward: We are operating in a very, very challenging environment at the moment. So, our priority right now is to meet our expenditure, our recurrent expenditure. What most people do not realise is that we have an over bloated civil service. We have well over 60,000 staff. Beside Lagos State, I don’t think there is any other state that even comes close to that number of civil servants. Edo state, our neighbour, which was also carved out of the defunct Bendel State, has 19,000 civil servants.

Personally, I know this might be controversial; I just think it is totally unacceptable that less than 0.5% of the population of Delta State consumes literarily a 100% of the revenue coming into the State. I think there is something wrong with that. We can pretend that the problem does not exist, and we can use all manners and forms of obfuscation to muddy that water, but it doesn’t change the fact that there is something wrong with the system. So, I think all stakeholders need to put heads together and address this issue.
